Project Summary

The Downtown District Pavement Rehabilitation Project restored pavement conditions on 1.5 miles of roadways within the Atascadero downtown core area. The project also incorporated minor drainage improvements at localized areas, and replacement of concrete curb returns at multiple locations where existing returns do not meet current ADA requirements. Pavement restoration was performed on several downtown streets, including Entrada, Traffic Way, Palma Avenue, East and West Mall, Lewis Avenue, Olmeda Avenue, and several City alleyways.

Geotechnical Engineering

In 2022, Earth Systems provided a geotechnical engineering investigation.  Coring and drilling of existing pavement was performed at intervals and samples were obtained. The geotechnical report presented a discussion of the existing soil and pavement conditions along each segment of roadway, and specific, street by street recommendations for repair, rehabilitation, or reconstruction.  

Materials Testing and Inspection

During construction, Earth Systems provided materials testing and inspection including:

  • Soils and materials quality assurance for roadway sections that would be pulverized (FDR-NS)
  • Graded and compacted, as well as roadways, curbs and gutters that were to be constructed or reconstructed by conventional means
  • Quality assurance testing and inspection for hot mix asphalt (HMA) was performed
  • Laboratory testing of plant-produced HMA
