The Paso Robles Library and City Hall is a 28,000 square foot structure located on Spring Street in downtown Paso Robles. The two-story structure is of steel-frame construction, with exterior stucco/masonry veneer and concrete slabs-on-grade. A portion of the first floor was construction as a lower level with excavations for mechanical room extending 8 feet below grade. The project involved the removal of the previously existing City Hall, as well as excavations to remove the remnants of earlier structure that had occupied the site.
During the initial stage of the project, Earth Systems conducted a soils engineering investigation, a geologic hazards investigation, and Phase I and II environmental site assessments with recommendations taking into consideration the City’s desire to leave certain subsurface historical artifacts in place on the site. During construction, Earth Systems provided testing and inspection of soils, concrete, masonry, steel and asphalt.
